Pack Overnight Family Camping

Tiger Cubs, Cub Scouts (Wolves and Bears) and Webelos are permitted to participate in Pack Overnighters as long as all BSA regulations are followed including:

  • Pack has BALOO Trained volunteers who are present and all BALOO requirements are met.

  • The site* for the camping overnight has to be pre-approved by the Finger Lakes Council. (Requests need one-month lead time to allow for site inspection and approval before promoting within Pack)  (Approved Sites)

  • All youth-protection guidelines are followed.

  • Tigers are present with an adult partner.

  • Tigers, Wolves and Bears are NOT permitted to camp in any unheated areas (inside or outside) such as tents, shelters, unheated-cabins or similar buildings, during period from October 1 through April 15th. Webelos and their leaders, however, will be permitted to camp outdoors or in unheated areas as indicated above, year-round if they are prepared by having prior camping experience in cool or cold conditions, have the proper gear (rated for cold temperatures, etc.), and have appropriate orientation to cold weather camping by a leader or other adult who is knowledgeable and experienced in cold weather camping.  If extreme conditions (high winds, extreme cold, etc.) exist, sleeping out shall not be permitted."

  • All other health and safety regulations and Cub Scout guidelines as stated in the Health and Safety Guide, Cub Leaders Manual and the Cub Scout Outdoor Program Guidelines are followed.

  • A Local Tour Permit  is required.

Webelos camping regulations have not changed.  They may continue to camp overnight with a Scout Troop with one-on-one adult-to-youth (parent or guardian) supervision except at camporees.  Webelos are not permitted to camp overnight at Boy Scout or other camporees, however, they may visit during the day.

Webelos Dens may continue to camp overnight as a den (other than at camporees) if they follow all the requirements outlined in the Cub Scout Leader Book (#33221B), Webelos Leader Guide (#33853B), BSA Health and Safety Guide, Cub Scout Outdoor Program Guidelines and other BSA publications.

*Check current Finger Lakes Council approved site listing for pre-approved sites.  Should your Cub Pack wish to request a site not previously approved, you must file a Pack Overnight Camp Site Approval Form with the Health and Safety committee chairman, Hank Roenke care of the Council Service Center at least one month in advance in order for a site inspection.

Please do not promote a Cub overnight camping trip to your Cubs and parents until or unless the site has been applied for and approved in advance of your promotion.  We do not want our youth and parents to be disappointed due to lack of preparation or understanding of these new regulations.  It is imperative that all youth activities be conducted safely and within the BSA guidelines and insurance regulations.  Thank you for your cooperation and understanding.
